Customer wants a video that loads quickly and starts automatically. What is the best format for this and does Dreamweaver support it?

Dreamweaver is just tool to help you with your development. It has nothing to do with video format or streaming of the content. I think I would do it as Flash player as it is able to read stream of various formats, can start play content after certain amount of data received and read rest of data on background while playing it. Good example is player on BBC website
