Why my banner not show?

I used to promote my site on google adwords by target_placement but why my banner does not show on the target website that I selected. I am outside USA. Anyone can suggest me what should I do?

Google AdWords is based around bidding ... whether you are bidding on a CPC or CPM basis, you're still competing against other advertisers for a limited amount of inventory. Try raising your bid or increasing your quality score (which means use ads that get a better clickthru rate).
