start off by giving a better description...
as a totally blind guess, if you are running dhcp, i'd say one machine had the dup address, was off for a while, and dhcp assigned the address elsewhere.
turn off both pc's.
go into dhcp, delete the lease.
restart both pc's.
voila'!
