SP3 shut down all USB

Hi All
On my HP Pavilion laptop with XP Pro, I installed SP3. All 4 USB ports quit. In device manager under USB Controllers, there are now just 4 entries, all of which are shown as fault:
-Standard Enhanced PCI to USB Host Controller
-Intel 82801EB USB Universal Host Controller -24D2
-Intel 82801EB USB Universal Host Controller -24D4
-Intel 82801EB USB Universal Host Controller -24D7
Each claim they cannot load drivers as the Root Hub is missing.
I first remove SP3, then removed all USB drivers, then searched for new hardware and the same 4 drivers as above showed up, all still faulted and no Root Hub.
I called HP help and they gave me 4 service packs top load:
-SP33465
-SP28007
-SP28508
-SP32555
none of which had any affect.
I restored to a date prior to the problem and have done XP repair. Also I used the HP Driver recovery CD and restored drivers.
Any suggestions would be most welcome.
