Monitor problems

The interface of my monitor keeps becoming smaller, then getting bigger, but almost never fills the whole monitor anymore. There are black bands down both sides of the screen. They are almost always there now and then the interface goes in even further, then back out again. Does this mean my monitor is on the blink or is there a way to fix it. Any help would be appreciated. Thanks.

Exactly.

Even electric runs for an outlet can cause a monitor to go wonky. Or could just be a funky monitor. No way to really tell, unless you figure out the problem that is.
