Online Service Trading Tariff & Tax?

Hello!
I was watching a TV show last Wednesday and they were talking about how freelancers must pay their taxes and so on. But what they didn’t mention was about Import/Export Tariffs. If you see it from a legal point of view; when you outsource, you are having a product manufactured in another country. When they send it to you, it’s exported and when you receive it, it’s imported. So what happens to all these fees? I would definitely want to skip them, but any clue on how to do that when they ask me to pay?

im not sure if this is how it goes but my idea is that when you outsource a certain product, you don't shoulder the tariffs and taxes but instead the manufacturer or the dealer handles all of that. As a marketer/freelancer, you have nothing to do with it but just promote their services
