Setting pages for non HTMLers

I want to go ahead and design a page that certain parts will be changeable by someone who doesn't know anything about HTML. After I've designed a page I would like this person to be able to fill in boxes, and the copy will fall into the right places on the page. I know there are apps for doing forms that work in this method. Are there any apps that will do this for Web pages? Need suggestions, thanks.

please write your body properites in CSS style another file they didn't not possible to do change in html page

I can do HTML, but really haven't cracked CSS yet, so I don't really understand your comment. I guess I'd better get with the CSS program to figure this one out.
