Which is the better type of graphix card right now, in your opinion?

Would you take the 280 or 4850?

Which brand is best for overclocking?

Well, no question that Nvidia currently has the best card out there, if you look at their top shelf cards.
Not sure which is better for overclocking because I've never had an ATI, but I do know that most of the Nvidia cards are mean OC's.

Nvidia GeeForce hands down is the best graphics card on the market today. most higher end Nvidias are already over clocked. How much are you wanting to spend on a card?
