Configuring a Dell server with clients sys

hi everybody, one of my clients have a dell server and some 4 system is connected to the server. they have given some local IP to dell server, and rest of the sys has the server ip as the gateway. Till now they are local connected, sharing their files and folders. But now they want to have a internet connection. They have a Dell managable switch. They are asking for a leased line. They want to connect the line to the server and the server has to allocate the bandwidth to each system. or atleast the server should be sharing the internet. They donot want to go for a PROXY, as they feel it will not be that secure. Is there any other option??
They also need VOIP phones.... Can these all be done?? Can you help me out.. any ideas?? am totally lost.
