Viewing/editing the taskbar organization code

I would be interested if anyone knows where you can view the code that causes the start button and quick launch area of the taskbar to be on the left end of it and the active program icons plus clock to be displayed on the right end of the taskbar. Is this code editable to where you can customize the taskbar to have the start button at the far right end and move the active program icons plus clock leftward a bit to make room for the start button to fit at the right end of the taskbar? If it is relevant, my operating system is Server2003. Thank you.
