Monitor, Keyboard, and mouse not coming on during boot up

I am trying to install some new components on a used PIII computer for a friend and my dilemma is that after I installed the new hard drive and moved the existing old drive to the slave, when I boot the machine, the monitor, the mouse, and the keyboard do not initialize. I have checked and rechecked everything that I have done, as far as the hardware installation and can't find anything wrong. All the cables are hooked up correctly and I have even tried to get the machine to just boot from the new drive so that I may load the new OS.
Any suggestions?
