Some questions regarding Commit Charge and PF Usage

I have some questions about Windows Task Manager in WinXP.
I have seen Commit Charge in Windows Task Manager ,what does this Commit Charge refers to?
My total physical memory in the WinXP system which is 512MB.
But the PF(page file) usage in Windows Task Manager was 128MB but now its 246MB.
Do you think that this PF Usage is normal and not indicating abnormal PF Usage when I only browse the internet and do nothing else on my computer?
I hope my question is clear
