encoding keeps changing f/western europe (windows) to w.e.(iso)

Hi- Firecat here, I have been asking the question of the red x's on internet explorer. I've recently found that my encoding is swapping back and forth from western europe(windows) to western europe(iso). How do I get it to stay on windows and not iso? this has been my problem all along. I appreciate the help from all of you that answered my question on the red x's, and would appreciate it again if you can help me with this one.
