can't open my documents/ control panel etc

I'm hoping someone out there can help me
when i open my documents or anythig else windows related i get "windows explorer has encountered a problem and needs to close". i cant get into see my files. internet explorer won't open either. i currently use opera anyway. its the only thing i can seem to use
it works fine in safe mode and i have scanned with spybot, malware bytes. found a couple of things but i deleted them and im still having the same problem

First click start > Run type in inetcpl.cpl go to the advanced tab. Locate "Enable third party browser extentions" And uncheck it click apply. Next go to programs tab and click manage addons disable any addons that don't have a publisher or are number/letter. Click ok and close out of all browser windows. Try launching internet explorer again. Also try my computer to see if this has resolved your issue.
If you haven't all ready you may want to try a system restore to a point you know that your computer was working.
