Red Screen Message at Boot Up

I just purchased a laptop that has no O/S but was refurbed with an O/S that was removed. The RED SCREEN message at boot up is as follows, "Save to disk partition not found. Save to disk feature is disabled. Run Phdisk for information. File: create new. Partition: consult manual. Hit any key to exit."
I have tried fdisking to create another partition and formatted it. But I still get that message. I don't have any manual. It won't take 98 SE in this condition.
Any suggestions would be appreciated.
