Are you trying to get ads from different companies to rotate or different images within a single ad to rotate?

If you are doing the first, your best bet would be JavaScript. You can set the length of time each ad shows, which shows first, create unique hyperlinks to each (for use in affiliate program tracking). There is plenty of free code online (and maybe even on this site) that you could use.

If you are doing the later you could use an animage GIF or Macromedia Flash. There are plenty of GIF animation tools on the web. Macromedia Flash will have a little bit more of a learning curve, and can be pricey, but produces much smoother looking animations in a small file size.
