Video Capture card for Windows 98

I need a video capture card with RCA plugs (S-video would be nice too) and audio capture capabilities. I don't want to digitize the video content so an analog Vid capture card is sufficient. The card has to be the highest quality possible. Herein lies the rub .... It has to be compatible with Windows 98! Where can I go to get this item? Please help.
