Frankly I am stumped here. I see nothing in your logs indicating infections. Do you know the exact date all this began?
On 11-12 I see the TDK program installed. I see IP drivers also.
It could be possible that your Winsock2 is damaged or corrupted.

I have checked this The Planet Internet Services. It IS a legitmate company. It is an IT host and server company. Is it possible that this company is the server for your internet provider?
Did you discover these listings AFTER you spoke with your ISP provider or before? Did you mention these to the ISP Tech?
Do you do P2P file sharing? With the default security settings there is a limit the use of your PC to 10 connection attempts per second. Some P2P can attempt to connect to many more than this and therefore will definitely slow things down.
One thing to check is the Event Viewer, System - look for TCP/IP Warnings saying: "TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts.
Check there and see if you see any of these warnings.

TDK is my bluetooth dongle, I had to reinstall it. My winsock2 seems fine, did those steps on microsoft page and didn't have any symptons of Winsock2 corruption. My ISP is Optimum Online, I never seen those www.007guard.com links in my netstat before. Didn't mention about them to ISP Tech because I only discovered them after speaking to him.
Yes I use a torrent program called uTorrent. I changed my max TCP connection from 10 to 50 so more connections would be made with peers and download faster. I had this for a very long time and never experienced any side effects. And when I run netstat my uTorrent is off.

I really think you should check with your ISP again and note these links to them. Maybe this could give them an idea of what may be happening.
I am really sorry I don't know what else to have you try.

I canceled the appointment with tech guy because the internet now works fine and all he was going to do was check the wiring and etc... Now I'm going to call them again and mention the www.007guard.com

Ok, so I called them again. They ran a packet test, checked some other stuff, everything seems fine for them. I told them that I have a bunch of 007guard.com connection in netstat, even showed them this thread. He couldn't help me much, advised to block incoming connections from www.007guard.com with my router, that's about it.... But still I'd like to fix this for good
