Not having enough RAM could definitely affect performance. In addition, only 1.5 gigs left of hard drive space could definitely be a factor as well (i.e. you need a pagefile) Windows 98 certainly isn't as bloaded as Windows XP, of course, but it does have it's quirks.
Has this always happened or just started recently? If it was just this site, I would tell you that last week we were having server troubles. But they're all resolved now.
