make 2 partition but can only format 1 partition

Chronology:
1. I format the whole hard disk and make it into 2 partitions: C and D
2. I manage to format C drive into NTFS system, but I can't format the D drive.
3. Before reformat and partitioned the whole disk, I got BSOD and just want to re-format the whole thing. So I proceed with re-format and partitioning the disk, but now I'm stuck with D drive.
What might went wrong?

as i understand you only have one partition D as of now. is this partition taking up the whole space on the HDD? if it's taking up the entire space of the HDD then it means you'll just have to format the HDD again. and i'm also assuming that you're trying to set up windows or what's the case?
