Yes you can, disable the USB ports in Device Manager

Do you mean set a policy for just the server itself, or for all clients?

if a) then just lock keep it in a locked room. best way.

you cant just disable usb, nor can you just disable removable storage devices, but you can hide drive letters. Maybe hiding all drives apart from network shares and c would work?
