Once I know the "site", I think I can "permit" it in my firewall.
Well I was wrong about that! I've enable cookies and checked every thing I have control over and still cannot get the image with my firewall enabled. I'm using Norton's Personal Firewall 2004 with Windows Me. I've sent the problem onto Symantec tech support. If they come up with a fix, I'll post it here. Otherwise, I guess I can live without the image, but not without my firewall.

1- PERSONAL FIREWALL which protects me from attacks and malicious programs. The security level is set to medium which stealths unused ports, alerts me when programs I have on my computer attempt access to the Internet (and when this happens, I may elect to set up automatic rules, permit one time access, or block), but lets ActiveX and Java applets run without warning. If I go to High security, the latter needs permission. Also under "Programs" in this section, I control all *.exe programs Internet access; under "Networking", I control which computers may access my computer; and then under "Advanced", there are protocol rules which I may allow/block inbound/outbound traffic of different types. (Inbound/Outbound ICMP; Inbound/Outbound DNS; Inbound/Outbound NetBIOS; Inbound NetBIOS Name; and lots more...)
It could be that buried in these protocol rules, lies my problems. But everything on daniweb.com works properly as far as I can see. I get all the forum posts, attachments, graphics, .gif/.jpg, etc. images, but I just can't see the badge. I looked as best I could and could find no restrictions to any *.php files.
If the firewall was "blocking" due to a rules setting or restriction, or any other thing controlled by the firewall, I should get an alert, but I don't. No firewall messages, and no error displays.
Under another section "Ad Blocking", I have permitted all cookies from Daniweb.com, but that shouldn't have been a problem in any case.
The rest has to do with "Privacy Control" of personal info, Anti-Virus, Trojans, etc., and "Intrusion Detection". None of this should be a player in this problem.
Symantec says it'll be 4-6 days for a response, which means "Next Year".

PROBLEM FIXED. For those of you using Norton's Personal Firewall, Internet Security, or Anti-Spam, here's what's needed:

Expand this section (Configuring Ad Blocking manually...) by clicking on the "+" with your mouse.
Start the program you are using (Personal Firewall, Internet Security, Anti-Spam).
Double click on Ad Blocking and in that window, click on Advanced.
On the left side of the advanced dialog box, at the bottom, click on Add Site.
In the New Site/Domain box that appears, type in www.daniweb.com and click OK.
On the Add Blocking tab, click Add.
In the Add New HTML string dialog box, select "Permit: Allow adds matching this string".
Then, one at a time, type in the strings that pertain to your control panel. (Don't forget to select "Permit:" after each string)
For me, it was:
/techtalkforums/
/affiliates/p...ate.php?u=22496 (here I think the last 5 numerical digits will change per member - Dani correct this if I'm wrong)
This last string came from the HTML posted to the left of your badge on your control panel page: See the RED

Yup, that's correct. Norton probably assumed that since the image is dynamic, it is some type of rotating advertisement, I guess

I have updated the badges so that Norton should no longer give you any trouble.
The URLs of everyone's badges has changed.
