Monitor problem, doesn't start when I turn on my PC.

Well I've been awaiting my new PC for over 5 months and now I finally got my parts and have built my computer.
Problem:
I turn my PC on and everything seems fine, the HDD is running, fans are soinning wild, and everything looks good but I turn on the computer and the monitor is black. It goes from green to orange. I dont know what the problem. Having this fixed would really make my Christmas a great one so please do what you guys can...thank you in advance.

Is this a new video card? If not I'd suspect it's that, if ya got a spair one layin' around, try swapin' 'em out.
