I don't know of any wizard style things. I think the best thing for you would be to download some templates and use them instead of redesigning everything each time. I think this is pretty much what you want.

I am also a programmer and facing same problem. I had a time when I had to do same coding and creating flash files twice. Now I found a tool that can easily make flash websites. my idea would be to go to an outsource site(search in google) and post a project. the project would be a software development in which u would ask experienced programmers to take on the job to develop a software that instantly builds these sites. this software can be sold on a site and you could easily make a lot of money. pm me if u are interested.
