I am having the same problem with the IE at startup i done the hijackthis scan this is the HijackThis Log:Logfile of Trend Micro HijackThis v2.0.2

Rescan with hijackthis and place a check next to the following entry;

O4 - HKCU\..\Policies\Explorer\Run: [server] C:\Program Files\Internet Explorer\iexplore.exe

Close ALL Internet Explorer windows and now click Fix Checked in hijackthis.

Reboot your pc and see how it is now.
