Content display problem in IE and powerpoint

I'm a newbie at this so here it goes... In a network environment using the same router one PC has issues with some of the sites he is trying to view. In some cases the page will show everything but the background which will include links. He might go to a webinar and only get to see certain portions of the page. Today he tried to open a powerpoint file and only parts of the slide appear. I know I'm missing something but it's time for some help. His is the only PC on the network with this problem.

re-build windows seems the right approach to me.
