Menu bars and tabs in VB.NET

After days of searching in the web i found out that One cannot create menu and tabs in VB... You need to use a Java script or HTML to do this task.I got some examples to start with and in couple of these examples i got something like user controls...

Question :

1. Can somebody explain me the best way to implement menu bars and tabs ????

2. What are user controls and how do you implement it???

yeh ya can?? in the toolbox view, go to windows and then add a "mainmenu" to the form and then type in the names such as file,edit,font etc and then double click to add the code....is that what you mean??

Hey Thanks for replying...
The option you gave me was good but its best suitable for windows forms rather than for web forms..Menu bars can be achieved by using frames or user controls?
Do you know user controls?????

umm...no i dont sorry, but i found this website after entering "user controls web forms" in google:
