Remote Desktop Service for Windows Server 2008

Hey all,

I know this is Windows Vista and Windows 7 forums but there was no category for Windows Server 2008 so I posted this here.

I plan on setting up a window server 2008 and I am currently using their trial version to see if it can fulfill my requirements before I invest over $3000 for a OS.

My Requirements:
I want to set up a remote desktop service in which concurrent remote desktops session can be used on the same server to do different work. At the same time I want to limit what users can do as I don't want them to surf web or have access to other delicate things which is not related to the user's work to reduce issues with viruses and other stuff.

What I know:
I know that Microsoft site dictates that this can be done easily and I have tried to do this with few Google search on this topic, but I always end up where I start which is concurrent user connections, but full access.

So if anyone knows any info on how to properly setup this would be great.
