Help Having Trouble Staying Online Win98

Hello!
If Someone Could Help Me.. I Have A Friend Who Has Windows 98 With Cable Connection And He Keeps Getting Disconnected.. What Should He Do.. He Lives In Romaina So He Don't Know Much About These Forums And How They Work So I Am Trying To Find Out Info For Him..
Any Help Would Be Great Thanks..

Some ISP's with cable have unstable connections. It could just be a problem with his provider. :x But I hardly know anything about Romania.
