EMachin3958 is dead. Green light on the MOBO

A friend's T3958 EMachine stopped working. Have tried replacing the battery. Tried replacing the hard drive (duh!). I see a green light on the motherboard and I hear a slight windy sound coming out of the case when I plug the system in. If it's the power supply, I am not understanding why I would get the green light on the MOBO and the slight windy sound. If it's the MOBO I am not understanding why the green LED would light up. I would be grateful for any advice on what to do next. Thank you!

Replace the lot. Emachine's are well known for having serious problems.
Usually, the cheapo PSU dies and does serious damage to everything else.
The green light on the mobo only shows that 1 of the many voltages produced by the PSU is still working.
It has been my experience that either the 5volt or 12volts rails go wrong and can pump up to 48volts into the mobo (thats the worst I have seen so far).

Apart from its hard drive, I suspect the rest of the machine is ready for a land fill site.
