Practically a Master Poster
This does not need to be done using PHP but I cannot think of anything else that would make this possible unless manual labor as such(disecting the image and reconstructing it piece by piece)?
How would this be done using PHP or any other technology?

I don't think any technology would be able to correctly recreate a photoshop design in xhtml.
