Weird start-up screen

ok, so when my friend's computer, running windows 98, boots up, it goes to a black screen that says, "biostar.com.tw" then it says that some files are corrupt or have been deleted, then it goes to the windows 98 screen, then back to a black screen that says "win.com has been corrupted or deleted" then it does nothing. Does anybody have any idea if that is a virus or just a messed up computer? He doesn't want to lose all of the info on his HD, so he's wondering if there is anything he can do. I kno a couple things about computers, so i'll be able to explain most of what you tell me to him in more easily understood words, so don't worry about trying to confuse me or anything. Thanks a lot.
