the best way to use in Map

here i am again..

i have to create a map that will show our city..

the viewer can search all the school in our city..

what is the best software or programming i will use..

or what is the best thing to do this..

in flash.. it will be more hard coded..

in asp.. if i create my own map.. it will be a big burden..
if i use google api.. it required a domain which i dont have..
in virtual earth.. there are lot of requirement..

im a beginner in web developing..
but i so much willing to learn in this world..

If the downside of using google maps, which in my option would be a great tool, is not having a domain, where are you planning on hosting these pages?

as of now.. i want to create the project first...

before i pay for any domain..

and add to this.. i dont have always the internet to use..
