sending emails on hotmail

ever since msn was updated, i can't send any emails through my hotmail account!! i will let me read new ones but once i click "send", it says "sever error occured, Please contact the administrator". Is this msn's fault, or the fault of my internet connection? and hoe do i contact the administrator? please help!
