How can I set up my own email a/c with a domain name using microsoft outlook/express

Hallo guys,
Is there no way I can set up my own email account with a domain name without going through an ISP? e.g. ****.agtek@gci.org. I intend to use the outlook express but it keeps on giving the following message:
Internet email - gci
The pop3 server name you specified cannot be found.
Check the name and verify again
