There is a few things that apear a little fishy, one of wich being
O4 - HKLM\..\Run: [PHIME2002ASync] C:\WINDOWS\system32\IME\TINTLGNT\TINTSETP.EXE /SYNC and another being
C:\Program Files\DIMES\Agent\Classes\Base\bin\wrapper.exe I would take a look into getting Malware Bytes onto the system you are having an issue with (via a disk or a usb memory stick). Then run this, this usually tells you what it see's. Most of the time if you are hit by bad malware then it may mean a reinstall of your OS, or formating your HDD in other words.

Have you tried using another browser as it seems you have no malware?

It may be that the settings held in your current browser are incorrect, do you have MSN or something along those lines? If so try signing in and if that fails you can use the microsfts connectivity checker whatsy majig.

Are you connected throuhg a router or server of some sort?

If so try pinging the IP of the machine and see what happens.
