Hello,
I am interested in starting a career in network security. I have a bachelors in an unrelated field and have no experience working in this industry. Question is, how do I determine the best place to start? In other words, what certification is good for entry level... A+, Network+ or CCNA? Also, is anyone familiar with the IT industry in Houston, Texas?

A+ and Network+ are hardly worth anything but are simple to pass for the majority of people. Network+ itself pretty much covers the first of the 4 CCNA semesters, and given that CCNA is a prerequisite for other security related Cisco qualifications it would be a good idea to pursue it.
See this for example.
