What kind of script are you looking to use, java, php etc.

Building an interface for registration, login, etc. as well as a backend allowing you to enter (or upload) messages to be sent would be no problem. The only concern you may want to consider is your webhost arrangements... many hosts don't take kindly to having their mailservers offering up that much outgoing traffic (just thought I'd mention, I've seen sites get turned off for this).
