USB Hard Drives Detected Incorrectly

I have not seen the answer to this question, and the other forums seem to be dead.
My Windows XP SP3 computer with an ECS GF7100 motherboard can see USB Flash drives, but nothing else. It cannot see USB hard drives or my camera that both work work on my other computer. I am attempting to synch and backup, so the hard drives is the biggest issue
The USB hard drives are seen under "Other Devices" USB as opposed to "mass storage" like the flash memory on this computer or the computer where they are working. On this computer, they get the "not recognized" error; however, I am pretty convinced it is because they are seen as other devices on this computer.
The power is listed as self powered with 0 mA. I mention this as elswhere there was some option to change the powering options, but I do not have that option.
Additionally, I have the value set to 1 as listed above.
Plus, I tried the uninstall all drivers and unplug everything and shut down for 30 minutes and then reinstall everything with no luck.
