Flat screen monitor on the blink

Stays waiting orange led on UNTIL I turn computer on.
THEN GOES OFF!
This is a power supply problem I have had on many TVs
To get it started, first week you just unplug and replug
Next week you do that 15 times
Week after it needs the hair drier
I kept a Sony tv running 5 years like that
So what is it?
Electrolytic caps gone dry
Clearly the different supply volts are not "waking up" in the correct sequence
What is the sequence?
What is the cure
When I try to leave everything on, the computer sleep mode lasts but 2 minutes!
If I leave my computer on is if better the hard drive not be running?
How can I show just enough on-screen to keep the monitor alive?
