notepad encoding

hi friends
to work with some software i download a notepad file from russian websites
but when i want to open it and read i see illegible content like the below image

how can i convert these text to russian language like this
"Русски гражданский шрифт"
what should i do?

Hi,
Your heading said "Notepad" unless you are using "Word" or similar you will not be able to change coding in the program notepad, word pad, etc. Go back to where you downloaded it and see if there is a Russian script version to download. If not there are sites on the net that will translate for you but I don't know that they will be able to help here.
BACK-UP.........Try one of the simple solutions first........and BACK-UP......
MAKE YOUR OWN ULTIMATE BOOT CD to BOOT and REPAIR WINDOWS.

thanks
the solution you said doesn't work however i find the true solution
we should change the display language not keyboard language
controlpanel>regional>advance..
