How to open ports in Panther

I've started the imap service, but I can't get mail. I suspect it's because port 143 is blocked. From my cube:
ip68-8-199-89.sd.sd.cox.net:~:1%telnet sugarcube.homeunix.net 143
Trying 68.8.199.89...
Connected to ip68-8-199-89.sd.sd.cox.net.
Escape character is '^]'.
* OK [CAPABILITY IMAP4REV1 LOGIN-REFERRALS STARTTLS AUTH=LOGIN] ip68-8-199-89.sd.sd.cox.net IMAP4rev1 2003.339 at Thu, 1 Jan 2004 14:12:27 -0800 (PST)

From another box, it times out.
So how do I open up port 143 so I can get mail?
