IE Slow click response in Win98

This might be a well known problem but I lack the jargon to know what to search for.
I'm running IE5 on a Win98 (version 2) machine. My connection is via Freeserve on a BT UK phoneline.
Once IE is up and running if I click on a link it takes several minutes for anything to load. According to the window monitoring by bits in/out, the IP request is not being sent. Eventually IE wakes up, the request is sent and all follows normally.
Any idea what's causing this and what can be done?
