Cant get rid of newdotnet.dll

Hello everyone.
This being my first post and all.
I have recently formatted my hard drive and reinstalled windows xp.
I must have to say Program files looks so clean.
BUT
i have this dll file called newdotnet6_38-1.dll, which cannot be deleted.
I have tried running adaware se and S&Destroy, even norton 2005 but no joy.
I am sure that it should not be on my machine.
I have run hijack this and believe that its not running but im no expert.

Right i think i have it deleted.
For some reason i thought of going to safe mode to see if i could delete from there.
But i couldent find it.
ODD.
So another restart and tried to find it but to no avail.

Sorry to have wasted your time, but if you do have 2 secs just for a quick glance and the log that would be much appreciated.

You can remove Newdotnet either from Add/Remove Programs, or by going to http://www.newdotnet.com/#remove and scrolling down to the Uninstall tool.
Go to Windows Update and get SP2 for XP and IE ASAP.
