flashing cursor when i turn on the system Help

I have a computer that when I turn it on (with everything but ram removed) I get a single cursor that flashes. When I but the ati video card in all I get is a message that shows the bios type(I think). The motherboard is and intel
D815EEA. I have removed the powersupply and installed a new one.
