Shutdown Trouble in Windows 98

When I shutdown my computer (Windows 98 OS) it hangs on the Full Window message that say "Wait while the computer shutsdown".

I had the same problem..... i found that it is usually happens when either the registry or some system file in the win98 got corrupted. mine got corrupted because my UPS was not working and so could not shut down when power failure occured.
reinstalling windows solved the problem for me

Same thing here, only I found out it was Norton AntiVirus. If you have it installed, you have to turn off the option to scan floppy drives when you shut down. On certain computers, that causes it to hang while shutting down.
