If you are learning from scratch I would recommend getting a book on ASP.NET using VB.NET. Most tutorials out there assume that you have a little understanding of the technology. Otherwise I would recommend these sites to get started:
http://www.learnvisualstudio.net
Paid subscription required but well worth the cost
http://www.developerfusion.co.uk/vbnet/

Here are a few excellent sites with FREE training and reference that I have found to get myself going using VB to design ASP.NET web pages (with previous HTML & CSS experience already under my belt):
Essential ASP.NET: http://www.microsoft.com/events/seri...ialaspnet.mspx
MSDN WebCasts by Fritz Onion: http://www.pluralsight.com/fritz/webcasts.aspx
Free Visual Studio 2005 CBT from Microsoft (elearning): https://www.microsoftelearning.com/visualstudio2005/
ASP.NET Free tutorials: http://www.asp.net/Tutorials/quickstart.aspx
Excellent web standards tutorials (including topics on ASP & dotNET): http://www.w3schools.com/
Also, the the built-in tutorials and walk-throughs that are installed with Visual Studio by default can be a bit complicated, but are very extensive and useful if you have the time to go through them.
Hope everyone finds these links useful!
