XP Pro 'Found new hardware' unknown device

On a number of machines I build, sometimes straight away or after a few days of running, after logging on I get the windows XP bubble pop up from the taskbar saying 'New hardware found' and then that disappears then a prompt appears saying 'SYSTEM SETTING CHANGES - New device drivers installed, it is recommended you reboot'. So I reboot and the same thing happens all over again and again and again!
No devices are flagged under device manager, machine is fully SP2'd and windows updated so it runs perfectly.
What is the problem?
The machine has a partition C and D and the C drive is governed by a smart card, but this is always in Admin mode so I do not think its related to this at all..
Could it be something silly like the chipset drivers even though they are not flagged under device manager?
