Serving Files Outside the Apache Root

Actually a Double-Barrel question
Can I use Alias, Redirect, or do I need to set up a Virtual Host situation?
Apache/1.1.33(Win32)mod_perl/1.29_01-dev
Running on an XP machine which recieves My DSL via Bellsouths' Westell External Modem. XP then connects My LAN(three machines) to the Internet via ICS. The folders I need to access are on \\WorkStation2\E:\
This IS to be "Members Only"!

Second Barrel, I Also have a Public Site which I Serve Affiliate banners to From MySite. Haven't been able to configure htaccess to allow unquestioned access to these called from that site.
Any suggestions will Help.
