As far as I know, the only way to do this is to manually lock each announcement upon posting it. It's pretty simple, actually. Just click the checkbox when you make a post. There may be mods over at http://www.phpbbhacks.com for it to automatically be done. Also check out http://www.codemonkeyx.net for a phpBB Slashdot-style news posting mod.
